implement Period spans on Entities and Places

spans across Periods on both Entity and Place type are not implemented correctly, since only the beginning and the end Period are represented/fetched
this is a problem both in iDAI.world and in the hub.
- W.Schmidle (iDAI.ChronOntology) is informed and considers solutions
- we should consider a solution on hub level
